Navigating Food Insecurity: Resources for North Carolina Residents During SNAP Disruptions

North Carolina residents whose EBT benefits run out in November 2025 due to the federal government shutdown have several options for immediate food assistance. The state’s Department of Health and Human Services (NCDHHS) has advised that while November SNAP benefits may be delayed or suspended, any remaining October benefits on EBT cards are still available for use. Residents should continue to apply for or renew SNAP benefits, as county Departments of Social Services remain open to process applications and prevent backlogs once federal funding resumes.

For those in immediate need, calling 2-1-1 or visiting nc211.org connects individuals with local food pantries, meal programs, and other essential resources. Many food banks and community organizations are preparing for increased demand and are offering emergency food distributions, pop-up markets, and free food pickups. For example, organizations like Hearts United for Good in Charlotte and the Food Bank of Central & Eastern North Carolina are hosting regular food distributions and encouraging community support through food drives and donations.

Additionally, some farmers markets and local programs are offering SNAP tokens or matching programs for EBT cardholders, allowing residents to access fresh produce and groceries even if their benefits are delayed. The state and nonprofit partners are urging residents to reach out for help and to check their EBT card balances regularly. Once federal funding is restored, any delayed SNAP benefits are expected to be issued as back pay.
